In this paper I tried to situate development of Brazilian
steel industry by the first half of 1970's in the industrialization
of Brazil and the changes of industrial policy. The following
results were obtained: public steel companies were precondition
to industrialize on supply flat steel to automobile industry
that is center for economic development.

It was observed in this paper that (1) the origin of
the financial crisis of public steel companies in the
second half of 1970's and 1980's is in being bounded by
full set industrial structure of Brazil called for "tri-pe,"
and (2) export incentives of public steel companies caused
structural change in the industrial structure above.

In this paper I tried to compare Brazilian steel industry
with Japan. It was observed that sources of competitiveness
of Brazilian steel industry were (1) superior and abundant
iron ore and (2) high level of steel making technology.

is as follows:
(1) Public companies;
a. Production system is large and suitable for mass production.
b. Monopolizing on production of flat steel.
(2) Private companies;
a. Production system is small and suitable for production in a small lot.
b. Only producing non-flat steel.
